In 2005 Janhit Foundation placed a Public Interest Litigation with the High Court of Allahabad, asking that existing Government Orders, dated 2001 and 2005, be correctly implemented by the Governments own Development Agencies. The PIL requests that property developers of all new buildings are required to deposit a suitable sum of money with the Development Agency as a guarantee that they will build adequate rainwater harvesting facilities as part of the new building. On successful completion of rainwater harvesting facilities the property developer will have their deposit money returned by the Development Agency, without interest. The PIL also requests that the Development Agencies inspect all new buildings to ensure that the rainwater harvesting facilities have been correctly implemented. In December 2006, this PIL was still pending with the Allahabad Court.
